Dr. Issakwisa Habakkuk Mwakyula

Dr. Issakwisa Habakkuk Mwakyula is the Executive Director at Ubuntu. As a leader, he drives the organizational growth and supports strategic program development to advance our mission and vision.
Dr Mwakyula is also a Consultant Physician and Cardiologist. He is the Department Chair of Internal Medicine at Mbeya Zonal Referral Hospital and the University of Dar es Salaam Mbeya University College of Health and Allied Sciences (UDSM-MCHAS). With more than 15 years of experience in clinical practice, teaching, and research.
His expertise covers non-invasive cardiology, infectious diseases, public health, and health systems. He has coordinated HIV programs, overseen national examinations, and published widely.
Dr. Mwakyula is committed to advancing equitable healthcare through clinical service, education, and community initiatives in Africa and beyond.
He is a Fellow of the American College of Cardiology (FACC), an honor that reflects his global contributions to cardiovascular medicine.

Thomas Hall is a highly experienced technical and strategic thinking leader and project manager with over 33 years’ experience in program design, implementation, evaluation, training and leadership. At USAID, as a Team Lead, he managed activities related to project implementation including providing technical guidance, programmatic oversight, budget development, reporting, analysis, evaluation, training of project staff and guiding the team strategic thinking including the identification and development of approaches to mitigate challenges and build resilience at the implementation level. He leads organizational visibility including interacting with governmental institutions, participating in international conferences and advising for continued programmatic improvement. He has extensive global experience including skills in reviewing, developing and applying policies, implementing systems strengthening and mitigation programs, such as local government and community initiatives, mentoring, reviewing and analyzing project performance using data, drafting official reports, and presenting project results to large groups such as the WHO, UNICEF, CDC and the American Society of Tropical Medicine and Hygiene (ASTMH).

Randy Wilson

David (Randy) Wilson has over 35 years of experience in public health, with a focus on the design and implementation of MIS and MERL. He has worked on long term assignments in Rwanda 11 years, DR Congo 6 years, Madagascar 4 years; and on short term assignments in over a dozen countries throughout Asia and Africa. After serving as Chief Information Officer for MSH in Boston (2002-2008) he moved to Rwanda as HIS Technical Advisor where he supported health systems strengthening with a focus on: digital health strategic planning; implementation of systems for HMIS, disease surveillance, PBF and community-based health insurance built on the DHIS2 platform; and building capacity for operational research and data use at all levels of the health system. He has published a manuscript about digital financial services for health, contributed chapters related to information systems and computerization in two WHO publications and has presented papers on geographic information systems, performance-based financing, family planning and HMIS assessment at international conferences. Mr. Wilson has an MPH in Health Services Administration from the Johns Hopkins Bloomberg School of Public Health.

Martha Murdock

Martha Murdock is a senior technical advisor with over 25 years of global public health experience, with a technical focus on reproductive, maternal and adolescent health and gender. She has extensive experience leading field teams in the development and roll out of innovative strategic partnerships with governments, UN agencies, and professional and civil society networks in over 30 countries in East and West Africa, Latin America and the Caribbean, including in post conflict settings. Through mid-2025, she served for seven years as Senior Principal Technical Advisor at Management Sciences for Health (MSH), providing technical leadership on gender integration across health system strengthening initiatives in East and West Africa, and on advocacy and social accountability, as part of MSH’s global Health Policy and Advocacy team. Previously, she spent nearly two decades at Family Care International, including as Vice President for Regional Programs, where she directed country and regional teams across Africa and Latin America with a focus on reproductive and maternal health, and civil society advocacy. She has also worked with EngenderHealth and the International Division of Planned Parenthood Federation of America, supporting family planning, reproductive health, and health system strengthening projects in Africa and Latin America. She has a graduate degree from the University of Paris and is fluent in English, French and Spanish. She brings to the Board her technical expertise, strategic vision and a proven track record of advancing gender equity and health for women and adolescents globally.

Born in Cotonou (Benin Republic) on May 17, 1957, I graduated from high school in 1978 and completed my college graduation in 1984 from University of Abomey-Calavi, the main University with Sociology-Anthropology as major. My 30-year career with USAID game me the opportunity to contribute to improve health conditions of the population through the family health program in Benin and the President’s Malaria Initiative (PMI) in Washington, Senegal, Cote d’Ivoire and Benin. Pursuing my studies, I completed an Advanced Degree in Social Sciences with the University of Abidjan in 1992. Also, in 1985, I received vocational training and completed a management certificate at the School for Administrative Sciences in Brussels (Institute Lucien Cooremans in 2005) and at the Underwood Management College in Bournemouth in England (early 2006). As the Family Health Program Team Lead, I managed a portfolio including Malaria, HIV/IADS, Maternal and Child Health and Health System Strengthening activities. In 2016, while on assignment with USAID/Senegal, I completed my Post-Graduate Certificate in Global Health Policy with the London School of Public Health and Tropical Hygiene. I am married with four children and love walking every day and listening to music.

He has long term experience in South Africa, Namibia, and Malawi and shortterm experience in several African countries. He is interested in infectious diseases, PHC and global health ethics and his work has covered TB/HIV, malaria, and MCHN.

He collaborates effectively with public institutions and private-sector stakeholders, delivering measurable improvements in compliance and revenue performance.
